Belarus Releases 25 Prisoners Under Deal Involving US Sanctions Relief

The release was announced on 16 September 2026 by US special envoy John Coale after his latest visit to Minsk. Coale said the agreement would see Belarus release 25 people while the United States eases sanctions on Lakokraska and Bellesbumprom, two Belarusian companies.

The arrangement follows more than a year of negotiations between Coale and Lukashenko's government. The United States has been seeking the release of people detained in Belarus, while Minsk has sought relief from American sanctions.

Among those released were journalists, human rights activists and other detainees. Some of the released prisoners travelled to Lithuania following their release from Belarusian custody.

The latest agreement is part of a broader series of US-mediated negotiations that have already resulted in the release of hundreds of prisoners. Coale has indicated that Washington intends to continue discussions and is seeking the release of additional detainees in future negotiations.

According to Reuters, Coale said he planned to return to Belarus within about a month and hoped that hundreds more prisoners could be released through further negotiations. However, this remains a stated negotiating objective rather than a confirmed future release.

The agreement has also attracted criticism from Belarusian opposition figures and human rights organisations. They have argued that the continued detention of political prisoners remains a major issue and questioned whether individual releases represent a broader change in Belarus's domestic policy. These are attributed assessments rather than an established conclusion about the government's intentions.

Belarusian opposition leader Sviatlana Tsikhanouskaya welcomed the releases while pointing to the number of people still detained. Reports cited by AP put the number of remaining political detainees at around 887, although figures can vary depending on definitions and verification methods.

The United States has described the latest arrangement as an interim deal and a gesture of goodwill, linking prisoner releases with a limited easing of sanctions. The agreement therefore combines a humanitarian issue involving detainees with wider diplomatic and economic negotiations between Washington and Minsk.

The development comes against the backdrop of Belarus's close relationship with Russia and longstanding tensions between Minsk and Western governments. The latest talks indicate that Washington is continuing direct diplomatic engagement with the Belarusian authorities despite broader disagreements.

VoS INTERNATIONAL INSIGHT

The release of 25 prisoners represents a new development in the ongoing US-Belarus diplomatic negotiations, with the latest arrangement connecting prisoner releases to limited US sanctions relief. Further releases have been discussed by US officials, but the scale and timing of any future agreements remain subject to negotiations.
