Syria Demands Israeli Withdrawal as US-Mediated Talks Seek to Ease Tensions

VoS NEWS DESK | INTERNATIONAL | 25 August 2026

Syria and Israel have resumed high-level diplomatic discussions aimed at easing tensions after a series of Israeli military operations inside Syria. The talks were held in Jordan under US mediation, offering a potential diplomatic channel between two countries that have remained deeply divided for decades.

The discussions come after renewed Israeli strikes on Syrian territory and growing concerns that the situation could develop into a wider regional confrontation.

According to Syria’s state news agency SANA, Damascus wants Israel to halt air strikes, arrests and targeted military operations inside Syrian territory. Syria is also demanding the withdrawal of Israeli forces from positions taken after the overthrow of Bashar al-Assad’s government in December 2024.

The Israeli government, however, maintains that its military activities are linked to security concerns and the need to prevent threats emerging near its northern border. Israeli forces have continued operations in parts of southern Syria, while officials argue that military pressure is necessary to protect Israeli communities.

The talks are therefore attempting to address two fundamentally different security positions. Syria wants the removal of Israeli forces and an end to military incursions, while Israel is seeking guarantees that Syrian territory will not be used to threaten its population or military positions.

The United States has become an important intermediary in the discussions. Washington is attempting to prevent further escalation between Israel and Syria while encouraging both sides to establish a more durable security arrangement.

Jordan's role is also significant because of its geographical position and its close relationships with both the United States and regional governments. Hosting the discussions provides a relatively neutral diplomatic setting for officials who have few direct channels of communication.

The negotiations follow a period of increased instability across southern Syria. Israeli military activity has expanded in response to security concerns, while Damascus has repeatedly condemned Israeli actions as violations of Syrian sovereignty.

The situation is further complicated by the wider regional competition involving Israel, Syria, Turkey, Iran and other actors. Any significant deterioration could create new pressure on neighbouring countries and make efforts to stabilise Syria even more difficult.

For Damascus, securing an Israeli withdrawal is an important political objective. The Syrian government also wants international recognition of its sovereignty and greater freedom to rebuild the country after years of civil war and economic disruption.

For Israel, the central issue remains security. Israeli officials are unlikely to accept an arrangement that they believe could allow hostile armed groups to operate close to the country's borders.

The US-mediated discussions therefore face major obstacles. Even if both sides agree to reduce immediate tensions, reaching a comprehensive and lasting security agreement would require difficult decisions about military positions, border arrangements and future security guarantees.

VoS STRATEGIC INSIGHT

The latest Syria-Israel talks represent an important diplomatic opportunity, but they should not yet be interpreted as evidence of a breakthrough.

The central dispute remains unresolved: Syria wants Israeli forces to withdraw and military operations to stop, while Israel wants firm security guarantees against threats emerging from Syrian territory.

Washington's involvement could help prevent further escalation, particularly if the United States can persuade both sides to establish clear limits on military activity.

The wider significance extends beyond Syria and Israel. A sustained reduction in tensions could contribute to greater stability across the Levant and create more favourable conditions for Syria's reconstruction.

However, another escalation remains possible if negotiations fail or new military incidents occur. The coming weeks will therefore be critical in determining whether the Jordan talks develop into a meaningful security process or remain a temporary effort to contain the latest crisis.
