Russia Accused of Secretly Helping Iran Develop Advanced Supersonic Cruise Missiles

According to a major investigation by the Financial Times, Russia has secretly assisted Iran with the development of advanced supersonic cruise-missile technology through the C430L programme. The investigation was based on leaked Russian correspondence, travel records and analysis of military patents, and found evidence that some of Russia’s experienced missile specialists have been involved in helping Iranian engineers develop the technology.

The programme reportedly focuses on ramjet propulsion, a technology that can allow a missile to sustain very high speeds after reaching sufficient velocity. The objective is understood to be the development of cruise missiles capable of travelling several times faster than the speed of sound, potentially reducing the amount of time available for an opposing military to detect, track and intercept an incoming weapon.

Leaked correspondence reportedly shows that Russian specialists examined data from Iranian flight tests and provided technical feedback concerning areas such as the fuel system, combustion stability, air intake and engine nozzle. In April 2025, Rosoboronexport reportedly proposed sending around two dozen Russian specialists to Iran for technical consultations under the C430L programme. The correspondence also indicates that the programme remained active in 2026, with Moscow preparing technical reports for Tehran and the two sides discussing a possible next stage of development.

The reported involvement of Russian defence organisations makes the programme particularly significant. Documents examined by the Financial Times reportedly link the cooperation to Rosoboronexport and NPO Mashinostroyenia, indicating that the project may involve established parts of Russia’s military-industrial sector rather than an isolated exchange between individual scientists or engineers.

The technology could eventually provide Iran with an important new military capability. Cruise missiles travelling at supersonic speeds can potentially shorten the reaction time available to defensive forces, particularly when combined with effective guidance, manoeuvrability and low-altitude flight. However, speed by itself does not guarantee that a missile will penetrate modern air-defence networks.

The distinction between technology development and an operational weapon remains especially important. The latest reporting indicates that Iran has built and flight-tested a ramjet propulsion system, but there is no evidence that a complete Russian-assisted supersonic cruise missile has yet been deployed by Iranian forces. It is also unclear whether the next stage of the C430L programme has already begun.

Iran has pursued advanced missile technology for years and has previously announced progress in the development of supersonic and hypersonic weapons. Tehran has repeatedly sought to strengthen its ability to strike targets at long distances and to create weapons capable of challenging the military superiority of regional and global opponents. The reported Russian assistance could therefore accelerate an existing Iranian objective rather than represent the beginning of a completely new programme.

The potential significance of the project is greatest in relation to naval warfare. A future Iranian supersonic cruise missile could potentially be designed for use against warships and other strategic targets in the Gulf and wider Middle East. US naval forces operate extensively in the region, making the development of advanced anti-ship weapons an issue of particular concern for Washington. The Financial Times reported that the technology could eventually be used for anti-ship and land-attack cruise missiles.

The reported cooperation also highlights the increasingly close military relationship between Moscow and Tehran. Iran has previously supplied Russia with Shahed attack drones that have been used extensively in the war in Ukraine, while Russia and Iran have expanded their cooperation across defence, intelligence and military technology. The C430L programme suggests that the relationship may now involve a deeper transfer of technical knowledge designed to help Iran develop weapons domestically.

For Moscow, closer military cooperation with Tehran offers strategic benefits at a time when Russia remains locked in confrontation with Western governments over Ukraine and wider security issues. Cooperation with Iran also gives Russia another important strategic partner in the Middle East. For Tehran, access to Russian engineering expertise could help overcome technological barriers and accelerate the development of weapons that would otherwise take considerably longer to produce independently.

The programme is emerging during an especially dangerous period for regional security. Military tensions involving Iran, the United States and other regional powers have intensified, while the Strait of Hormuz remains one of the world's most strategically important maritime routes. Any improvement in Iran's ability to threaten military or commercial vessels could therefore have consequences extending beyond the immediate battlefield.

A future high-speed cruise missile capability could also influence the calculations of countries operating naval forces in the Gulf. Defence planners would potentially need to strengthen early-warning systems, missile interception capabilities, electronic warfare measures and naval protection. At the same time, the effectiveness of any Iranian system would depend on whether it could be produced reliably, guided accurately and integrated into a wider military targeting network.

The reported Russian assistance is also likely to attract scrutiny from the United States and European governments. Washington has already imposed extensive sanctions on Russian and Iranian defence organisations, and further evidence of sensitive military technology transfers could create pressure for additional sanctions or diplomatic action. The development could become another source of tension between Russia and Western governments already divided over Ukraine, Iran and broader strategic competition.

More broadly, the C430L programme demonstrates how modern military competition increasingly depends on technology transfer and engineering expertise, rather than simply the purchase of finished weapons. A country can significantly accelerate its military development by gaining access to foreign specialists, technical data, testing experience and industrial knowledge.

For Iran, the reported partnership with Russia could potentially reduce the time required to develop a sophisticated propulsion system. For Russia, the cooperation deepens a relationship in which both countries can exchange military capabilities and strategic support. The result is a form of cooperation that could influence security calculations across several regions simultaneously.

The revelations also underline the growing connection between security developments in Europe and the Middle East. Russia's military relationship with Iran is partly shaped by the war in Ukraine, while Iran's own military planning is heavily influenced by its confrontation with the United States and Israel. Technology developed through cooperation between the two countries could therefore have implications far beyond the immediate geographical area in which it is produced.

Rather than merely transferring completed weapons, Russia appears, according to the investigation, to have helped Iran develop knowledge that could eventually allow Tehran to manufacture sophisticated propulsion systems and missiles independently.

For the United States and its regional partners, the development could create another challenge in an already complicated security environment. If Iran eventually succeeds in fielding an effective supersonic anti-ship missile, naval forces operating in the Gulf could face shorter warning times and a more demanding defensive environment.

At the same time, the available evidence should not be interpreted as proof that Iran already possesses a fully operational Russian-assisted supersonic missile. The reported programme remains primarily a technology-development effort, and the timing, scale and success of its next phase remain uncertain.

If the programme eventually produces a deployable weapon, however, it could mark an important expansion of Iran's military capabilities and further deepen the strategic partnership between Moscow and Tehran. For now, the most significant development is the reported transfer of advanced missile expertise itself — a sign that military cooperation between Russia and Iran may be moving towards a more sophisticated and strategically consequential stage.
